Constable Smubbie (8.5X11 matted)

Constable Smubbie is the most ceremonial and officious of all officers of the law. Each day he patrols Center Park in his perfectly cleaned and pressed uniform. Every step he takes is exactly spaced and paced. He never falters and only stops to stand ramrod straight for the required amount of time. Nothing escapes his eyes and everything he sees is documented in his ledger. He is a reporting officer. As such he is not required to stop crime, just record it in detail.
